How would I call up everyone for team meeting?

Spun the iimei for few weeks and got 6 members. Managing a remote team is a challenge, even a 7 person team is relatively 'micro' comparing to Fedora community as a 'team'.

Challenge #1:
It's so challenging to call up every member for a team meeting.Everyone is from different cities, with different full-time job/study, living habits, timezone, etc. Based on the previous 2 meetings, Each time there are only 3 members were able to attend. Tried asking their preferred time and only half of them replied. Expected the team will be consisted of core members and helping members. Still keep an eye on how to strengthen more active members to be core.

Challenge #2:
It's so challenging to heaten the discussion on mailing list, and meeting. I couldn't be sure if they are a bit passive because of education system or something else, they are more tend to 'receive mission' than 'taking initialatives'. I surely ain't an extremely enthusiatic person, but their passive seems improving my skills on task encouragement. :)

Challenge #3:
It's so challenging to promote usage of infrastructure/collaboration tools, in this case "Google Code". At the moment, most contents are inputted by me except I pasted their profiles to wiki pages. As they told me that they know how to use that, hope they do and we could start concentrating on project progress.
